Marco is an attorney and holds a JD from the Pontificia Universidad Católica del Ecuador. He also has a Masters in Tax Law from the Universidad Andina Simón Bolívar, and a PhD in Law from the UASB, Unversidad de Valencia y Pablo de Olavide.
Marco was a tax consultant at the Municipio Metropolitano de Quito, chief of Legal Matters at the Cámara de Comercio de Quito, and legal consultant at various public and private companies, foundations, and corporations.
He has published the book Problemas del Derecho Tributario frente al Comercio Electrónico (Tax Law Issues with Electronic Commerce), and various articles in magazines and law publications. He is the director of the Instituto Ecuatoriano de Derecho Tributario.
